Telecommunications: General Procedures

Fraudulent Calls

For your protection, the Telecommunications Department is able to detect and investigate fraudulent calls. If you are receiving obscene or harassing telephone calls, notify your RLC or the Public Safety Office. The University’s Harassment Policy is contained on page 39 of the STUDENT HANDBOOK. Students who use the telephone and its Phone Mail capacity to harass or otherwise abuse others will be prosecuted through the University Judicial System.

Additionally, misuse of the telephone may result in prosecution through the local criminal court. Section 2917.21 of the Penal Code of the State of Ohio makes it unlawful for any person to (1) fail to identify themselves to the recipient and make the telephone call with purpose to harass, abuse, or annoy any person, (2) describe, suggest, request, or propose any sexual activity, or (3) knowingly state to the recipient of the telephone call that he intends to cause damage to or destroy public or private property.

Telephone Repair

Contact your RLC or RA to prepare a damage report. Charges for telephone damage will be split between all occupants of the room, unless the person responsible for the damages notifies the RLC.

Campus and Local Service

Calls to campus telephones, local Delaware calls and 800 and 888 calls can be made on an unlimited basis without charge. (see dialing instructions)

University Operator Service

University operators are on duty 8 a.m. – 5 p.m. Monday thrugh Friday only. 368 extension numbers are direct dial telephone numbers. Callers may dial 740 – 368 plus your extension number to reach you without going through a University operator. Please notify callers of your direct dial telephone number.

Long Distance Calls

For long distance access, each student is issued a personal authorization code which is dialed prior to dialing the actual long distance number. (See dialing instructions) An itemized monthly long distance telephone bill will be sent to each student’s mail box by the Telecommunications Office. The University’s domestic long distance rate is $ .14 per minute. There are no monthly access fees, taxes, or plan charges. You are billed only for the long distance calls you place.

Notes:

1. Rates are subject to change.
2. Line usage longer than 20 seconds (nationally or internationally) is charged. Letting a line ring for an extended period of time even if unanswered may result in a charge for the call. All completed calls will be charged. These charges will not be waived.
3. Contact the Telecommunications Office for international rates.

Calling Card Calls

Telephone calling cards are available from AT&T or private carriers (MCI, Sprint, etc.) and may be used on the University’s telephone system. Since most carriers make a surcharge on each call placed by calling card, using the University’s direct dial long distance service should prove more economical and convenient.

Incoming Calls

The University’s long distance billing system is designed to handle only incoming long distance calls for which the calling party pays the charges. YOU MAY NOT ACCEPT COLLECT CALLS (for any reason) or you are subject to a $5.00 service fee for each call, plus the cost of the call. Collect calls and service fees will be divided and billed equally to all occupants of your room, unless the person accepting the call has notified the Telecommunications Office that they are assuming responsibility for the charges.

Long Distance Billing

University long distance telephone bills will be sent to your mail box the first week of each month for the previous month’s usage. There is no service charge for using the system, you will only be billed for the long distance calls you place. Payment is due on the 20th or 25th day of the month. Failure to pay by the last business day of the month will result in loss of long distance service plus a $10.00 late fee. The balance of your account plus the $10.00 late fee must be paid before service is reinstated. Any questions regarding your telephone bill should be referred to the Telecommunications Office, Smith Hall – Room 207 West, x3975; 8 a.m. – 11:30 a.m. and 1:30 p.m. – 5 p.m., Monday – Friday. Do not refer questions to the Cashier’s Office. All billing disputes must be made within 30 days of billing.

Payment

Payment is to be made at the Cashier’s Office in University Hall, 8:30 a.m. – noon, 1:15-3 p.m., Monday – Friday. Make checks payable to Ohio Wesleyan University. Do not send cash through the mail. There is a $25.00 service charge for all returned checks.

Monthly Call Limits

The telephone system limits a student to $100.00 in total long distance calls during each monthly bill period. When your $100.00 limit is reached, your authorization code will be deactivated. To reactivate, you must pay the current balance on your account.

Authorization Codes

Your long distance authorization code must be kept confidential. If this number is lost, stolen, or otherwise compromised, notify the Telecommunications Office immediately. You will be responsible for all unauthorized calls made prior to notification of loss. Do not “borrow” a code to use. Do not “lend” your code. Please remember, you are responsible for your code and your telephone.

Telephone Equipment

Your telephone is an electronic set capable of many special features for use on the University’s telephone system only. Digital lines are required for these telephones to operate. These telephones will NOT operate on any other system and may cause line or telephone damage if plugged into any other jack or system. These telephones will not work in your home. If telephones are stolen, the occupants of your room will be billed the replacement cost of the phone (approximately $50.00). Charges will also be billed for any repair required to your telephone.

Removal of Telephone from Wall

Your telephone is mounted to the wall for convenience. If the wall mount kit is damaged during removal of the telephone, the occupants of your room will be billed the replacement cost of the kit (approximately $30.00). For assistance in removing the telephone from the wall, please call x4357 (HELP).

Operator Services

To place a call, dial # – 6800, area code, and telephone number. Wait for an operator to answer if placing a collect call. Wait for tone and enter your calling card number if using a calling card.
